Crisis Management System (CMS)

In cooperation with the Federal Centre of the Emergency Response Research Institute, Transas has developed an automated system to monitor, analyse and provide decision support in the emergencies of different natures and scales.

The system incorporates tools for the visual presentation of information (including real time tracking of personnel and vehicle movements), planning, data storage, search for information and communication networks. The system components are intended to support all the areas of responsibility including the general control of the counter- crisis operations, planning of response actions, logistics, financial and administrative functions.

The Crisis Management System (CMS) can be used in situations such as forest fires, oil spills, floods, accidents on potentially dangerous objects, search and rescue operations in sea and flight accidents, and acts of terrorism. Mathematical models of such emergencies were created and tested by the Federal Centre of the Emergency Response Research Institute jointly with Russia’s other leading emergency research institutes.

  • timely notification of agencies and personnel concerned with critical situations;
  • setting effective communication system;
  • ensuring safety of citizens and personnel involved in the eliminating of an accident;
  • setting the system for control, monitoring, deployment of resources and tracking the positions and activities of resources and personne;
  • supply of means to develop a strategy and tactics for a prompt response and regular viewing to enable a rapid change as required;
  • visual presentation of the accident’s current status and status of the resources involved;
  • providing accurate, consistent and timely information to the mass media and agencies concerned;
  • control over financial expenditures involved in the eliminating of an emergency and in the logistics.
