Contingency Modules

System components are grouped into modules according to the nature of tasks they accomplish. The user can, therefore, choose all the necessary components. The modules can be added or removed as required.

Mathematical Model of Oil Spill. The model reproduces, with a high degree of accuracy, the main processes in an oil spill (spreading, evaporation, dispersing and interaction with the coastline). Models of burning and interaction with chemical dispersants are implemented. Furthermore, the program allows:

• display of images from different sources (photographs taken from space, aerial photographs, etc.) with a graphic reference;
• correction of the oil spill position from the observation results;
• display of statistical data on the oil spill in the area specified by the operator;
• use of the vessel traffic management system as a source of data on target ships;
• classification of vehicles;
• editing of additional chart information;
• display of the oil spill trail as a succession of points with time marks;
• grouping of combat facilities by the pre-set criteria;
• plotting of ecologically valuable component areas;
• preparation of a report and analysis of completed exercises.

Weather Information

In the process of modelling, the following is taken into account:

• constantly varying field of currents shown in the form of vectors transforming with the change of speed and direction values;
• wind speed and direction;
• sea state;
• wave height and other hydro−meteorological information.

The system has a capability to receive weather forecasts for up to 5 days and use them automatically in the calculations.

This module was given the Seatrade Award in 1999 in London. The system was developed to fully comply with MARPOL 73/78, OPR90, OPA90 requirements, as well as with the Rules for Organisation of Measures to Prevent and Eliminate Spills of Oil and Petroleum Products on the Territory of Russian Federation.
